IPL is a 'fine' tournament!

Kumar Sangakkara has lost $110,000 of his fees. Sachin Tendulkar's wallet has been lighter by $60,000 whereas Gautam Gambhir is down by $20,000. All in a matter of half of the IPL, for featuring in the tournament!
The aforementioned are the fines meted out to the captains for slow over-rates. The first transgression earns the skippers a penalty of $20,000, for the second, there is a fine of $40,000, while a third gets them lighter by $50,000 apart from a one match ban. So, Sangakkara has already missed out on one game. Didn't make a difference, as his side still lost.
Do not ask me what happens with a fourth one. Don't think the IPL had considered that scenario.
Or probably they had. The strategic time-outs can only get them so much revenues. But fining skippers an unfathomable amount can almost bring them unbound amounts of money in the veil of doing the game a favour; reducing instances of games getting finished much later than they should.
So far, so good. The problem, for me, though is the fine that the rest of the players need to shell out. For every such incident, every one of the player in the game needs to pay out $10,000, which means that some of the players from the Kings XI Punjab have already paid out their entire contract money of $30,000!
So now, I ask again. Does it make sense to fine all the other ten players such a hefty amount?
